Hay, William (1695–1755), politician and writer, was born on 21 August 1695 at Glyndebourne, Sussex, the second son of William Hay (1669–1697) and his wife, Barbara (bap. 1661, d. 1700), youngest daughter of Sir John Stapley, bt, and his wife, Mary.
