Barrett, Richard (1789–1839), slave owner and politician, was born in England on 11 October 1789, the second son of Samuel Barrett (1765–1794), a captain in the Horse Grenadier Guards, and Elizabeth Barrett Williams, née Waite (1754–1834), a widow.
